Users with administrator permissions can add non-participating water utility providers to ServTraq in order to process LIHWAP denials. 

Under the Administration tab, click on Data Administration. 

Click LIHWAP Provider Administration.

Click Add New Utility. 

Enter the name of the non-participating water provider and click Save.

Return to the customer's LIHWAP application and select the Denial Reason as Utility Not Enrolled. 

Select the newly added non-participating water provider.
