Each out-of-state city and zip code needs to be set up in your Administration settings. 

1. In ServTraq, go to Administration > Agency Details > Counties
2. Add the county "UNKNOWN" to your agency’s counties 
3. Set all the Wood, Pellets, and Manufactured Log prices at "$0" 
4. Go to Administration > Data Administration >> City/County/Zip Administration and add the city and zip code combination you need, using "UNKNOWN" as the county
5. You can manually enter the state in the customer record
