How can I generate a Benefit/Deficient/Denial letter in a different language?

Currently, ServTraq is only set up to generate Benefit, Deficient, and Denial letters in English or Spanish. The "Language" field on the utility assistance application (highlighted in red below) determines whether an English or Spanish letter is generated.

Any language selected other than English or Spanish will not generate a letter, but instead a mailing label with the selected language code.
