1. Add a WX application for the customer. Set the status as "Denied" and the denial reason as "WX Application Only"
   
2. Create a Dwelling with the customer's place of service address.
   
   
3. Add a Job to the dwelling.
   
   
4. In the "Job Details" section of the job, select the Eligibility Type as "Cal Fresh" or "Cal Works"
